Someone is fully just living there with a caravan, they have shotily made addition with some jimmy rigged 2x4 shelter

Unclear if this is even a legal campsite? It was a small totally deserted patch of rocky ground when i arrived, with no signage or amenities, at the top of a pretty out-of-the-way mountain. I found it spooky & wasn't sure if i was allowed to be there so left
